My Proceedings before the Georgian Authorities
This page records every step I have taken with the Georgian authorities in matters related to this dossier, and every step they have taken in return.
The short version: in fifteen weeks, three bodies have registered, acknowledged, forwarded and re-forwarded my complaints. None has engaged with their subject matter.
The police
On July 6, 2026, my attempt to file a criminal complaint was obstructed.
The Public Defender
The next day I reported the conduct of the police to the Public Defender of Georgia. My first email was returned with instructions: an application must be addressed to the Public Defender by name and signed. I resubmitted it on July 8, and it was registered as 6902/26.
I heard nothing further until I asked, on August 3. The reply was that the Office had written to the Ministry of Internal Affairs on July 13, and that the Ministry's General Inspection had opened a departmental inquiry. I have no document from the Ministry itself, before or since.
On August 6, I corrected one point in my application on my own initiative: the man who had pressed on my shoulder may have been a translator rather than a police officer. The Office required a new, handwritten, signed application for the correction, which I sent the next day. It was registered as 8028/26 and conveyed to the Ministry on August 18.
On August 20, the Office wrote that it was still examining both applications and would report its final results later. That is the last I have heard from it.
The Prosecutor's Office
The complaint against Next. I sent it on August 8, to what turned out to be the press office's address, and again on August 11 to the Chancellery. It was registered on August 12 as 01/13-94415 and assigned to a prosecutor in the Old Tbilisi District. On August 26, that prosecutor forwarded it to the Batumi District Prosecutor. On September 18, the Batumi District Prosecutor forwarded it to the Batumi City Division of the police.
The 7th division, where I had spent five hours on July 6 being told the matter was civil, is a division of the Batumi City Division.
The correction. On September 22, I sent the Chancellery a correction to the complaint, dated the same day. It fixes one date (my titles were registered on November 13, not 14, 2024) and withdraws the statements that rested on it; the conduct complained of is not withdrawn. I asked that the correction be attached to the complaint and follow it to the Batumi City Division, and that my request for recognition as a victim, renewed in it, be decided. The Chancellery registered it as 01/13-110237.
The complaint about the police. On August 20, the Chancellery instructed me to file this as a separate complaint. I did so on August 21. It was registered on August 24 as 01/13-98924 and, the Chancellery told me the next day, forwarded to the Tbilisi Prosecutor's Office. I have heard nothing since.
Recognition as a victim. The Criminal Procedure Code lets a person harmed by a crime apply to be recognized as a victim, which brings the right to be informed of the investigation and to review its materials. I applied in the complaint itself and renewed the request on August 19, 21, 24 and 26 and on September 22. It has never been granted or refused.
What has been done
- Registration numbers issued: five (6902/26, 8028/26, 01/13-94415, 01/13-98924, 01/13-110237).
- Letters forwarding my complaint from one office to another: six.
- Decisions on any request I have made: none.
- Authorities that have addressed the facts of my complaints: none.
- Days since July 1, 2026, without elevator access to my home: 117 and still counting.
The conduct complained of has been ongoing for nearly four months in open view, yet it continues, boldly, against a formal demand and seemingly without concern for repercussions.
